Do you know honest and hardworking government workers deserving of an award?
The Civil Service Commission (CSC) announces the acceptance of nominations to the 2020 Search for Outstanding Government Workers.
All government workers in the career and non-career service including appointive barangay may be nominated. Employees who are under job order or contract of service are excluded from the coverage of the program. Nominations may now be submitted to the CSC’s provincial and regional offices.
The three award categories under the Search are the Presidential Lingkod Bayan, Outstanding Public Officials and Employees or the Dangal ng Bayan and CSC Pagasa. These awards are the highest and most coveted recognition given to individuals or group of individuals who have excelled or shown utmost dedication and commitment in government service.

Heads up for individuals interested to enter government service.
The Civil Service Commission (CSC) will conduct the nationwide Career Service Examination-Pen and Paper Test (CSE-PPT), both Professional and Subprofessional levels, on 15 March and 9 August 2020.
Application period for the 15 March 2020 CSE-PPT will run from 16 December 2019 to 15 January 2020 in all regions in Luzon and Visayas. For Mindanao, specifically Regions IX to XII, Caraga, and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), the application period began on 9 December 2019 and will run until 10 January 2020.
Those interested to take the second batch of CSE-PPT on 9 August 2020 may already begin preparing their application requirements, which may be submitted from 11 May to 10 June 2020.
Applicants are advised to submit their applications at the CSC Regional Office (CSC RO) with jurisdiction over the testing center where they wish to take the test, or at any of the CSC RO’s Field Offices (CSC FO).

The Civil Service Commission reminds government workers nationwide on the prohibition on the consumption of alcoholic beverages in government offices even during office Christmas parties.
Pursuant to CSC Resolution No. 1100039, the consumption of alcoholic beverages such as, but not limited to malt, wine and intoxicating liquor in workplace among government officials and employees during office hours is prohibited.
CSC Chairperson Alicia dela Rosa-Bala stressed that mere consumption of alcoholic beverages in the workplace during office hours as well as reporting for work while under the influence of alcohol shall be considered as an administrative offense, separate and distinct from the offense of Habitual Drunkenness.

The Civil Service Commission (CSC) does not prohibit the holding of Christmas parties within government working hours as long as government agencies can assure continued delivery of efficient services.
CSC Chairperson Alicia dela Rosa-Bala reminded government offices nationwide to ensure that a skeletal force is in place to ensure that all clients who are within their premises are attended to amid the conduct of Christmas parties.
“Let us celebrate the spirit of Christmas by ensuring efficient, responsive and compassionate delivery of public service to our clients,” said the CSC chairperson.
The CSC Chairperson also urged heads of agencies to issue advisories to enjoin employees to accept requests and/or applications with complete requirements being submitted by a client and attend to clients who are within the premises of the office or agency concerned prior to the end of official working hours in compliance with Rule XIII, Section 1 of the Implementing Rules and Regulations of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery (EODB EGSD) Act of 2018 even while holding their year-end activities.

The Civil Service Commission (CSC) has conferred civil service eligibility on 729 individuals who passed the Basic Competency on Local Treasury Examination (BCLTE) held on 13 October this year. The number of passers represents 17.86% of the 4,082 total examinees.
The BCLTE, CSC said, is part of the Standardized Examination and Assessment for Local Treasury Service (SEAL) Program of the Department of Finance which aims to professionalize the ranks of local treasurers by improving their competencies, instilling a culture of excellence in local treasury operations service, and promoting good local fiscal governance in the local government units.
The resulting Local Treasurer Eligibility is a second level eligibility specific and appropriate for appointment to Local Treasurer and Assistant Local Treasurer positions. It is also applicable to positions under the Financial Services in the civil service, except those requiring practice of profession or are covered by Bar/Board and special laws.

In observance of the 18-Day Campaign to End Violence Against Women from November 25 to December 12, the Civil Service Commission (CSC), the central personnel institution of the Philippine Government, called on government agencies to do their share in ending violence against women (VAW) in the workplace.
“It is imperative that workplaces are kept fair, safe, and secure for women as it is where most employed women spend at least one-third of their day. This is specially critical in the public sector where half of the workforce is composed of women,” said CSC Chairperson Alicia dela Rosa-Bala.
Based on the CSC’s Inventory of Government Human Resources as of 31 May 2019, of the total 1,728,641 officials and employees in the career and non-career service, 879,524 or 50.88% are females while 849,117 or 49.12% are males.
She said that VAW impacts on the physical, mental, economic, and social well-being, and when women in public service become the victims, it can hamper productivity and the quality of public services.

The Civil Service Commission (CSC) warned the public against unscrupulous individuals engaged in money-making schemes.
“A scam is currently circulating wherein a government worker is informed that an administrative case was purportedly filed against him/her before the Commission,” said CSC Chairperson Alicia dela Rosa Bala.
The CSC has received reports of individuals pretending to be officers from its Office for Legal Affairs calling government agencies and employees to inform them that an
administrative case was filed against them. The concerned employee is then instructed to pay a certain amount of money in exchange for the settlement of the case.
The public is advised to immediately report such activities to the CSC’s Office for Legal Affairs at telephone numbers (02) 8931-8016 and (02) 8931-7935 local 401 to 411 or email ola.csc.gov.ph. Scams can also be reported to the Contact Center ng Bayan 165-65 or send SMS to 0908-8816565.

Information technology specialists who passed the proficiency test or training course administered by the Department of Information and Communication Technology (DICT) may be granted the Electronic Data Processing Specialist Eligibility (EDPSE), the Civil Service Commission (CSC) said.
Proficiency tests or training courses conducted by the DICT as basis for the grant of EDPSE are Systems Analysis and Design, Computer Programming, Java, MS Access, Visual Basic, C#, and V.B.net.
DICT conducts the ICT Specialist Proficiency Examination annually to evaluate the competence of an individual to perform programming or systems analysis and design functions. Those who pass the examination are given a Certificate of Proficiency.

Registered examinees of the 4 August 2019 Career Service Examination-Pen and Paper Test (CSE-PPT) in Region VI who were not able to take the exam may register for and take the CSE on 15 March 2020 for free, the Civil Service Commission (CSC) announced.
It can be recalled that, at that time, severe weather conditions and the Guimaras Strait tragedy led to the suspension of maritime trips from Guimaras to Iloilo and vice versa. While no suspension of the 4 August CSE-PPT was declared, a number of examinees from Region VI were not able to take the said exam.
Affected examinees must register with the CSC Regional or Field Office nearest them from 16 December 2019 to 15 January 2020.

The Civil Service Commission (CSC) reminds government officials and employees to promptly settle and liquidate cash advances (CA) to avoid liability.
This, after the Commission has come out with CSC Resolution No. 1900929 or revised guidelines on the settlement or liquidation of CA, which sets varying penalties based on the nature of offense and existing circumstances.
An Accountable Officer who, after formal demand by the Resident Commission on Audit (COA) Auditor, fully liquidates, settles, or pays the CA within the period stated in the demand letter, with a valid justification and no aggravating circumstances present, shall be absolved of any administrative liability.

Passers of the 4 August 2019 Career Service Examination-Pen and Paper Test (CSE-PPT) may now claim their Certification of Eligibility, the Civil Service Commission (CSC) advised.
Passers must personally request and claim their certification at the CSC Regional/Field Office with jurisdiction over the testing center where they took the exam. Representatives are not allowed to claim on behalf of the passers.
The CSC provides two types of Certification of Eligibility (COE)—the COE printed on CSC letterhead and a regular COE printed on a security paper.

The CSC, in partnership with JobStreet Philippines, will conduct the first ever Government Online Career Fair (GOCF), an online event where government agencies and jobseekers meet in a virtual environment to exchange information about job openings for a limited duration, or for one week to be exact. The event is part of the celebration of the 119th anniversary of the Philippine Civil Service.

Vying for a higher HR maturity level?
The Civil Service Commission (CSC) through the Civil Service Institute (CSI) is inviting all public sector human resource management officers (HRMOs) to HR Conversations, a one-day learning and development event on 25 October 2019 at the CSC Resource Center, Quezon City.
This is the second time CSC is offering HR Conversations, with the goal to help HR managers lead their organizations in vying for HR Maturity Level 2 under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management or PRIME-HRM.

On October 13, 2019, the Civil Service Commission (CSC) will administer the Basic Competency on Local Treasury Examination (BCLTE), the Intermediate Competency on Local Treasury Examination (ICLTE), Pre-Employment Test, Promotional Test, and the Ethics Oriented Personality Test (EOPT) simultaneously.
The list of testing centers and their corresponding addresses per region were released through Examination Advisory No. 13, s. 2019 (BCLTE and ICLTE), and Examination Advisory No. 14, s. 2019 (Pre-Employment, Promotional, and EOPT). The CSC urges all examinees to access said advisories through its website (csc.gov.ph) or through its official Facebook Page (fb.com/civilservicegovph) as the Online Notice of School Assignment (ONSA) will NOT be accessible for the October 13 exams.

A total of 29,733 examinees passed the Career Service Pen and Paper Test (CSE-PPT) conducted nationwide on 4 August 2019. Said figure represents 11.62% of the total 255,778 examinees for both Professional and Subprofessional levels.
Karriza Gem Reopta, from the National Capital Region (NCR), bested 224,777 Professional level examinees with a rating of 88.91, while Sidney Dani Gelito, from Southern Tagalog topped the Subprofessional test with a 90.14 rating out of 31,001 examinees.
The CSC said the new eligibles can be appointed to first level (clerical, trades, crafts, and custodial service), and second level (professional, technical, and scientific) positions in the government career service that do not involve practice of profession or are covered by special laws. The Subprofessional eligibles can be appointed only to first level positions while the Professional eligible can be appointed to either first or second level positions. Aside from eligibility, an aspirant for a government career service position must further meet education, experience, training, and other competency requirements of the position, the CSC stressed.

President Rodrigo Roa Duterte conferred the Outstanding Government Workers Award to government service exemplars during the awards rites yesterday, 10 September 2019 in Malacañang.
Leading this year’s awardees are scientists whose initiatives in agriculture, medicine, and space administration led to breakthroughs.
Dr. Joselito R. Chavez of the National Kidney and Transplant Institute provided patients afflicted with leptospirosis with pulmonary complications a second lease on life by championing the use of the Extracorporeal Membrane Oxygenation (ECMO). Before ECMO, mortality rate was 100%, but now, survival rate is at 62.5%.
Meanwhile, Scientist 1 Ricardo F. Orge of the Philippine Rice Research invented the Continuous Type Rice Hull Carbonizer, a machine that processes rice hull biochar and enhances the property of the soil as well as the Kwebo, a multi-purpose typhoon-resistant farm structure designed for mushroom production in place of rice during rainy season.

Twelve (12) civil service examinations are slated for 2020, with the Career Service Professional and Subprofessional Level examinations, which draws the biggest number of examinees, to be conducted twice.
The Career Service Examination (CSE) Pen and Paper Test (Professional and Subprofessional Levels) will be conducted on 15 March 2020, with application period from 16 December 2019 to 15 January 2020; and on 9 August 2020, with application period from 11 May to 10 June 2020.
The CSE is a general ability test designed to measure an individual’s preparedness to enter government service. Passing the CSE would result in the conferment of either Professional or Subprofessional eligibility that is needed, among others, for permanent appointment to corresponding career service positions in the government except those that involve the practice of profession or are covered by special laws.

Around 17,000 runners, mostly government workers, participated in the R.A.C.E. to Serve Fun Run on 1 September 2019 in Manila.
Organized by the Civil Service Commission (CSC)-National Capital Region, the race began at 5 a.m. at the Quirino Grandstand as runners made their way through the southbound and northbound lanes of Roxas Boulevard.

The Civil Service Commission (CSC) will administer an additional round of Basic Competency on Local Treasury Examination (BCLTE) on 13 October 2019. Application period will run until 22 August 2019.
The BCLTE is a part of the Standardized Examination and Assessment for Local Treasury Service (SEAL) Program of the Department of Finance. The civil service eligibility resulting from passing the BCLTE shall be called Local Treasurer Eligibility. It is a second level eligibility, which is only appropriate for appointment to Local Treasurer and Assistant Local Treasurer positions, and to positions under the Financial Services that do not require practice of profession and are not covered by Bar/Board or special laws.
The test will be held in 16 testing centers nationwide, namely, San Fernando City in La Union (Region I), Tuguegarao City (Region II), City of San Fernando in Pampanga (Region III), Batangas City (Region IV), Legazpi City (Region V), Iloilo City (Region VI), Cebu City (Region VII), Tacloban City (Region VIII), Zamboanga City (Region IX), Cagayan de Oro City (Region X), Davao City (Region XI), Cotabato City and Koronadal City (Region XII), Quezon City (National Capital Region), Baguio City (Cordillera Administrative Region), and Butuan City (Caraga). Interested examinees in the Autonomous Region in Muslim Mindanao (ARMM) may enlist for testing centers in Regions IX, X, XI, XII, and Caraga.

A total of 475 individuals passed the Basic Competency on Local Treasury Examination (BCLTE) given by the Civil Service Commission (CSC) last 23 June 2019. The figure represents 16.48% of the 2,882 total examinees.
Garnering a rating of 91.14, Patrick Abinsay from Northern Mindanao led the new Local Treasurer eligibles.
The Local Treasurer Eligibility (LTE), the CSC said, is a second level eligibility appropriate for appointment only to Local Treasurer and Assistant Local Treasurer positions, and to positions under the Financial Services that do not involve practice of profession and are not covered by Bar, Board or special laws.

A total of 276,819 examinees nationwide will take the Career Service Examination-Pen and Paper Test (CSE-PPT) on Sunday, 4 August 2019, the Civil Service Commission (CSC) reported.
The figure is distributed into 243,020 examinees taking the Professional level and 33,799 examinees for the Subprofessional level.
The CSC advised examinees to come as early as 6:00 a.m. to verify and locate their room assignment. Gates of testing venues will be closed at exactly 7:30 a.m. and those who will arrive later will not be admitted. Failure to take the examination shall mean forfeiture of examination fee and slot, and the CSC will not allow any re-scheduling.
School assignments are available through the Online Notice of School Assignment (ONSA). Those who are unable to generate their school and room assignment via ONSA may call the CSC Regional or Field Office where they filed their exam application. The directory of CSC offices can be found here.

All government offices, especially those providing frontline services, are required to provide express lanes for persons with disabilities (PWDs).
The Civil Service Commission (CSC) issued the reminder as the nation observed National Disability Prevention and Rehabilitation Week from 17 to 23 July 2019.
CSC Memorandum Circular No. 20, s. 2017, signed by Chairperson Alicia dela Rosa-Bala, orders all government agencies to “provide express lanes for PWDs or in the absence thereof, priority shall be given to PWDs in all the transactions therein."
The circular is based on the provisions of Republic Act No. 10754, or An Act Expanding the Benefits and Privileges of Persons with Disability, and its implementing rules and regulations.

The Civil Service Commission (CSC) conferred the PRIME-HRM Bronze Award to 106 government agencies for elevating the standard of human resource management (HRM) at the 2019 Public Sector HR Symposium on 24 July 2019 at the Philippine International Convention Center, Pasay City.
Awardees came from all over the country, with the most coming from Region XI with 15 awardees; Region III, 14 awardees; Regions VI and National Capital Region, 12 awardees each; and Region I, 11 awardees. The agency representatives received a Plaque of Recognition from CSC.
“These agencies are investing on their people by having quality HRM systems and processes because they see the link between people excellence and public service excellence. We commend them and hope that they serve as an inspiration for other government agencies to follow,” said CSC Chairperson Alicia dela Rosa-Bala.

The Civil Service Commission (CSC) called on government agencies to step up their human resource (HR) management systems and competencies to achieve the nation’s collective vision.
At the 2019 Public Sector HR Symposium Media Briefing held 24 July 2019 at the Philippine International Convention Center, Pasay City, CSC Chairperson Alicia dela Rosa-Bala underscored the critical role of the civil service in attaining AmBisyon Natin 2040, which represents the collective long-term vision and aspirations of the Filipino people.
“Human resource is the catalyst to achieve the Filipino’s collective vision of a matatag, maginhawa, at panatag na buhay. The government cannot accomplish its desired outcomes when the civil servants are not fully capable, are disengaged, and lack a service-oriented attitude,” Chairperson Bala said.

Financial education will now be part of the Civil Service Commission’s (CSC) learning and development (L&D) program for government workers.
This was announced by CSC Chairperson Alicia dela Rosa-Bala during the Memorandum of Agreement (MOA) signing with the Bangko Sentral ng Pilipinas (BSP) and Banco de Oro Foundation, Inc. (BDOF) on 19 July 2019 at the CSC Resource Center.
“Financial education is crucial in building the financial skills of our government workers,” Bala said. “As the premiere human resource (HR) institution of the Philippine government, the CSC is concerned with employee welfare and benefits. It’s good that we now have financial education to complement those HR concerns.”

Eight (8) government choral groups from Luzon, Visayas, Mindanao, and the National Capital Region emerged as the finalists of the Civil Service Commission’s (CSC) 2019 Government Choral Competition (GCC). Selected from twenty one (21) regional entries, the finalists will compete at the Grand Finals on 17 September 2019 at the Cultural Center of the Philippines.
The finalists include the Government Service Insurance System or GSIS Chorale and Bangko Sentral Singers (National Capital Region), Dasmariñas City Teachers’ Chorale (Luzon), Calbayog City Chorale and Department of Education or DepEd Calbayog City Singing Ambassadors (Visayas), and Bayugan City Educators Chorale, Tagum City Chamber Chorale, and DepEd Dipolog City Teachers’ Choir (Mindanao).

Organized by the Civil Service Commission National Capital Region (CSC NCR), the fun run serves as the official kick-off activity of the month-long Philippine Civil Service Anniversary (PCSA) in September.
The fun run also seeks to raise awareness on the importance of holistic wellness, provide a venue for interaction among public servants, encourage friendly competition, and foster camaraderie.
Proceeds from the event will go to the Pamanang Lingkod Bayani (PLBi) Program, which honors government officials and employees who died in the line of duty by giving them a one-time financial assistance of Php100,000.00, a plaque of recognition, and scholarship grants to the deceased employee’s immediate family member.

Passers of the March 17, 2019 Career Service Examination-Pen and Paper Test (CSE-PPT), both Professional and Subprofessional levels, may already claim their Certification of Eligibility at CSC Regional Offices, the Civil Service Commission (CSC) announced.
The said examinations, held simultaneously in more than 60 cities/municipalities nationwide, yielded a total of 27,944 passers who are now included in the CSC’s Register of Eligibles.

Pursuant to Republic Act No. 10156, otherwise known as “An Act Conferring upon Members of the Sangguniang Bayan, Sangguniang Panlungsod and Sangguniang Panlalawigan the Appropriate Civil Service Eligibility under Certain Circumstances, and for Other Purposes”, dated 20 December 2011, and its Implementing Rules and Regulations (CSC Resolution No. 1300486) which took effect on 1 May 2013, the SME is granted to the following Sanggunian Members:
Vice Mayor, as presiding officer for the Sangguniang Bayan or Sangguniang Panlungsod; Vice Governor, as presiding officer for the Sangguniang Panlalawigan; and regular Sanggunian Members of the Sangguniang Bayan, Sangguniang Panlungsod, and Sangguniang Panlalawigan.

A total of 3,456 individuals are set to take the Basic Competency on Local Treasury Examination (BCLTE), Pre-Employment Test, Promotional Test, and Ethics-Oriented Personality Test (EOPT) in various locations nationwide on Sunday, 23 June 2019, the Civil Service Commission (CSC) announced.
In particular, there will be 3,222 test takers for BCLTE, 72 for the Pre-Employment Test, 153 for the Promotional Test, and 9 for EOPT.
The CSC reminds examinees to view their school assignments listed in Examination Advisory Nos. 8 and 9, s. 2019. Also, examinees are advised to conduct an ocular visit of their assigned testing venue at least one day before the examination to familiarize the school’s location, available means of transportation, route, and travel time considering the traffic situation.

Graduates with summa cum laude, magna cum laude, or cum laude honors or their equivalent may apply for Honor Graduate Eligibility (HGE), the Civil Service Commission (CSC) said.
The HGE is applicable to graduates of private higher education institutions in the Philippines from school year 1972-1973 and thereafter, with baccalaureate/bachelor’s degree recognized by the Commission on Higher Education, or state/local college or university with baccalaureate/bachelor’s degree included in its charter, or baccalaureate/bachelor’s degree duly approved by its Board of Trustees/Board of Regents.
Honor graduates from a reputable foreign school, as verified by the Department of Foreign Affairs through the Philippine Foreign Service Posts, may apply for the Foreign School Honor Graduate Eligibility (FSHGE), provided that they are Filipino citizens.

A total of 27,944 examinees passed the Career Service Examination, Pen and Paper Test (CSE-PPT) held March 17 this year. Said figure represents 10.57% of the 264,473 total examinees for the Professional and Subprofessional levels.
Donna Rizalyn Leus from Southern Tagalog led the 24,304 new Professional eligibles as she garnered a rating of 87.03. On the second spot is Daniel Geslani from National Capital Region (NCR), with an 86.94 rating. Glaiza Escamos from Western Visayas, came in third with an 86.89 rating.
Completing the top examinees in the Professional level are: Emmanueleth Wong (SOCCSKSARGEN) and Jonathan Kim Torio (NCR) – 86.84; Jeremy Alan Hilado (NCR) – 86.82; Hillary Diane Andales (Eastern Visayas) – 86.71; Jenne Reizel Tadeo (CAR) – 86.68; Mary Elizabeth Christina Chua (Western Visayas) – 86.64; and Jonas Ricafort (NCR) – 86.63.
On the other hand, leading the 3,640 new Subprofessional eligibles is Christiani Matugas from NCR with a rating of 94.37, followed by Aaron Dave Marte from Southern Tagalog with a 92.62 rating. Mary Anne Tablate, from NCR, ranked third with a rating of 92.11.

Keep our government offices 100% smoke-free.
The Civil Service Commission (CSC) reiterates CSC Memorandum Circular (MC) No. 17, s. 2009 or the Smoking Prohibition Based on 100% Smoke-Free Policy Policy which prohibits smoking in or on the premises, buildings, and grounds of government agencies providing health, education and/or social welfare and development services such as hospitals, health centers, schools, and universities, colleges among others. Designated smoking areas are also not allowed.
The reminder was also made in celebration of the World No Tobacco Day on 31 May of every year. The annual campaign aims to raise awareness on the harmful and deadly effects of tobacco use and second-hand smoke exposure, and to discourage the use of tobacco in any form.
“The Commission is a staunch supporter of tobacco control policies which aim to eliminate cigarette smoking in the workplace and to prevent tobacco companies from interfering with policy-making in the public sector,” said CSC Chairperson Alicia dela Rosa-Bala. She explained that CSC MC 17 is part of the country’s efforts to enforce Article 8 of the World Health Organization’s Framework Convention on Tobacco Control, which aims to protect the public from the perils of secondhand tobacco smoke. ###

Female public servants who gave birth from March 11, 2019 onwards can now enjoy the 105-day expanded maternity leave with full pay, or the 60-day maternity leave with full pay in case of miscarriage or emergency termination of pregnancy.
The Civil Service Commission (CSC), together with the Department of Labor and Employment (DOLE) and Social Security System (SSS), issued the Implementing Rules and Regulations (IRR) of Republic Act No. 11210 or the Expanded Maternity Leave Law on May 1, 2019. The IRR defines the rules for availing of the expanded maternity leave.
“The expansion of maternity leave benefits is a very welcome development as it gives due consideration to the specific maternal health needs of female workers. We believe that female employees can be more capable of fulfilling their multiple roles at home and in the workplace if they are given ample time to rest and recover before and after giving birth or in the event of miscarriage or termination of pregnancy,” commented CSC Chairperson Alicia dela Rosa-Bala.

The Civil Service Commission (CSC) recently amended the policy on mandatory random drug testing in the civil service to specify exemptions.
The Guidelines in the Mandatory Random Drug Test for Public Officials and Employees and for Other Purposes, issued via CSC Resolution No. 1700653 and taking effect on 18 April 2017, provided that any public official or employee found positive for drug use at the first instance shall be required to undergo a mandatory rehabilitation or counseling program depending on the severity of drug use. Those who refuse to undergo such or fail to complete the rehabilitation program shall be formally charged with the administrative offense of Grave Misconduct.
Meanwhile, the Dangerous Drugs Board (DDB) issued DDB Regulation No. 13, s. 2018 on 30 August 2018, which provides that public officials and employees found positive for drug use at first instance shall be subjected to disciplinary/administrative proceedings with a penalty of dismissal from the service.
To ensure proper implementation of these two issuances, the Commission emphasized via CSC Resolution No. 1900238 dated 8 March 2019 that CSC Resolution No. 1700653 shall remain as the general policy on the conduct of mandatory random drug testing for public officials and employees, while DDB Resolution No. 13, s. 2018 shall only be adopted by government agencies who are exempted from the coverage of CSC Resolution No. 1700653.

The Civil Service Commission (CSC) mourns the passing of former Chairperson Karina Constantino-David and sends its condolences to her family.
David was appointed Chairperson of the CSC on 23 February 2001, succeeding Corazon Alma G. De Leon. She ended her term on 1 February 2008, which also marked her retirement from government work, after more than forty years of dedicated public service.
CSC Chairperson Alicia dela Rosa-Bala credited David for her initiatives to professionalize the bureaucracy and improve the quality of public service during her term as head of the CSC, one of which was the Public Service Delivery Audit or PASADA in 2003, a complement to the Mamamayan Muna Program. PASADA was conceived out of David’s desire for reforms in frontline service delivery.

The Civil Service Commission (CSC) said that the use of the Strategic Performance Management System (SPMS) allows an objective assessment of government employees’ performance.
“Having a performance management system in place is an integral component of human resources management, especially in government service where there is a necessity to ensure that employees perform according to or beyond the expectations of the taxpaying public,” said CSC Chairperson Alicia dela Rosa-Bala.
She explained that under the SPMS, every government employee has his/her own Individual Performance Commitment and Review (IPCR) Form, a performance contract between the employee and management where targeted outputs for the specific rating period are clearly spelled out, including the performance standards which serve as basis for evaluating each output.

Application for the June 23 Basic Competency on Local Treasury Examination (BCLTE) is ongoing and will run until May 2, 2019, the Civil Service Commission (CSC) said.
The BCLTE is a part of the Standardized Examination and Assessment for Local Treasury Service (SEAL) Program of the Department of Finance. The civil service eligibility resulting from passing the BCLTE shall be called Local Treasurer Eligibility. It is a second level eligibility, which is only appropriate for appointment to Local Treasurer and Assistant Local Treasurer positions, and to positions under the Financial Services that do not require practice of profession and are not covered by Bar/Board or special laws.
The test will be held in 16 testing centers nationwide, namely, San Fernando City in La Union (Region I), Tuguegarao City (Region II), City of San Fernando in Pampanga (Region III), Batangas City (Region IV), Legazpi City (Region V), Iloilo City (Region VI), Cebu City (Region VII), Tacloban City (Region VIII), Zamboanga City (Region IX), Cagayan de Oro City (Region X), Davao City (Region XI), Cotabato City and Koronadal City (Region XII), Quezon City (National Capital Region), Baguio City (Cordillera Administrative Region), and Butuan City (Caraga). Interested examinees in the Autonomous Region in Muslim Mindanao (ARMM) may enlist for testing centers in Regions IX, X, XI, XII, and Caraga.

Appointees who have taken their oath of office and assumed the duties of the position are entitled to receive their salaries.
This was clarified by the Civil Service Commission (CSC) in light of the delay in the issuance of salaries of newly-hired teachers, allegedly because their appointments have not yet been approved by the CSC.
“The appointment issued by the agency is enough to warrant the release of the appointee’s salaries and wages. Thus, the Commission urges the Department of Education to release their salaries immediately,” said CSC Chairperson Alicia dela Rosa-Bala.

Please be advised that the conduct of the Career Service Examination (Professional Level) via the CSC Computerized Examination (CSC COMEX) on December 6, 2019 in CSC Regional Office (RO) II, Tuguegarao City is suspended due to continuous rains and rapid rise of the Cagayan River causing massive flooding in the provinces of Cagayan and Isabela.
Also, there are parts of the national highways of Cagayan and Isabela that are no longer passable by vehicles.
Lastly, water will be released from Magat Dam by 6 a.m. on December 6, 2019 based on advisory issued by the National Irrigation Administration.
Hence, the suspension of the December 6, 2019 CSC COMEX in CSC RO II as a preemptive measure to ensure the safety of all concerned especially the examinees.
The CSC shall issue another advisory on the resetting of the examination, which shall be posted on the CSC website www.csc.gov.ph and CSC COMEX website www.comex.csc.gov.ph.

We refer to page 1, Item A (Schedule of Examination and Online Reservation – Central Office) of the CSC COMEX Advisory No. 17, s. 2018.
Please be informed that we are resetting the Online Reservation time from 8:00 a.m to 10:00 a.m. for the remaining online reservation schedules for the Central Office:

SUBJECT : Technical Issues in the Creation of User Account
In the Examination Account Registration of the CSC COMEX, an individual interested to take the computerized examination can register online via comex.csc.gov.ph website by creating a user account. However, there are two (2) technical issues that an applicant may encounter: purging of account and intermittent internet connectivity.

SUBJECT : Schedule of Release of the CSC Eligibility Card
Please be advised that passers of the August 16, 2015 Fire Officer Examination, October 18, 2015 Career Service Examination, Paper and Pencil Test (CSE-PPT), Professional and SubProfessional levels, and December 6, 2015 CSE-PPT, Professional and SubProfessional levels may now personally claim the CSC Eligibility Card at the CSC Regional Office where the eligible took the examination, except for the CSC Regional Office No. IV and CSC National Capital Region, beginning December 18, 2017.

Please be advised that passers of the May 3, 2015 Career Service Examination, Paper and Pencil Test (CSE-PPT), Professional and SubProfessional levels may now personally claim the CSC Eligibility Card at the CSC Regional Office where the eligible took the examination beginning May 12, 2017.
